As required by the CAN-SPAM Act, the Federal Trade Commission today announced a proposal to establish a mark or notice that will be required for inclusion in spam that contains sexually oriented material. The purpose of the mark or notice is to inform the recipient that a spam message contains sexually oriented material and to facilitate filtering of such spam messages.

Indeed, Gates' proposed "magic solution"--in which the senders of unwanted e-mail are finanically penalized at the recipient's discretion--implies the existence of an electronic chargeback infrastructure, which critics say will be difficult if not impossible to implement (especially in two years) on a global scale unless one technology maker controlled most of the Internet.
